SOCIAL WORK AND POLITICAL EMPOWERMENT OF MARGINALIZED COMMUNITIESAbstract
Marginalized communities continue to experience systemic exclusion from social, economic, political, and cultural opportunities despite significant advances in democratic governance and human rights. Groups such as women, Scheduled Castes, Scheduled Tribes, ethnic minorities, persons with disabilities, older adults, migrants, and economically disadvantaged populations often face unequal access to education, healthcare, employment, justice, and political representation. These inequalities undermine democratic development and limit the capacity of societies to achieve inclusive and sustainable growth. Professional social work has emerged as a critical discipline that addresses these structural barriers through community organization, advocacy, policy practice, empowerment, and human rights promotion. Simultaneously, political empowerment enables marginalized populations to participate actively in governance, influence public policies, and hold institutions accountable. The integration of social work and political empowerment therefore provides an effective framework for advancing social justice, democratic participation, and community development.
This article examines the relationship between professional social work and the political empowerment of marginalized communities from an interdisciplinary perspective. It argues that political empowerment extends beyond electoral participation and includes leadership development, civic education, policy advocacy, access to justice, institutional inclusion, and meaningful participation in public decision-making. Professional social workers facilitate this process by strengthening community organizations, promoting legal awareness, building leadership capacities, and supporting marginalized populations in claiming their constitutional and human rights. Political institutions complement these efforts by implementing inclusive public policies, strengthening decentralized governance, and ensuring equitable access to public resources. The article further highlights the importance of participatory governance, collaborative policymaking, digital inclusion, and community resilience in achieving sustainable development. It concludes that effective collaboration between professional social work and democratic political institutions is essential for reducing inequalities, promoting inclusive governance, strengthening social cohesion, and achieving the United Nations Sustainable Development Goals (SDGs). Such interdisciplinary approaches contribute significantly to building equitable, resilient, and democratic societies where marginalized communities become active participants in shaping their own development rather than remaining passive recipients of welfare interventions (Midgley, 2014; United Nations, 2015).
